The District has conducted a feasibility study based on community feedback related to waste management. This study presents a preliminary analysis of waste collection and a yard waste facility.

This work was highlighted for a number of reasons:

  1. Road safety and emissions from collection vehicles. Many residents are concerned about the number of waste collection vehicles on the roads, as multiple waste haulers cover the same routes.
  2. Residents requesting a yard waste facility. Many residents feel the District needs a yard waste facility. The municipality needs to understand what resources would be required to create one.
  3. We can’t reduce waste if we can’t measure it. The community needs to reduce the amount of waste it is generating. Waste accounts for approximately 12% of the total community emissions. The region has a goal to reduce the annual waste per capita rate from 395 to 250 kg by 2030. Currently, only estimates are made regarding the amount of waste generated in the community because private haulers do not collect this type of information.


About the study

The purpose of the study is to understand the options for garbage, kitchen scraps and yard waste disposal, and what the implications would be. Currently, the District of Central Saanich does not offer any waste collection services.

In 2022, the District completed the first phase of a waste collection feasibility study (conducted by Tetra Tech consultants). Phase 1 was a high-level analysis of options and cost implications for residential curbside waste collection service and a yard waste drop-off facility. Phase 2 is community and stakeholder engagement and a detailed analysis of options, which will take place in 2023.

    At a Special Council meeting held on Monday, March 20, staff reported on the initial Waste Collection results from the Community Satisfaction Survey.

    Staff will now undertake consultation with local waste haulers to look for ways to address community concerns and fine-tune preliminary analysis. Staff will then report back to Council before further community consultation takes place.

    Staff were also asked to investigate ways to facilitate communication about efficiencies of waste management for residents and businesses and options/actions that staff could use to share that information and stakeholder engagement and report back to Council..

    At the Regular Council meeting of December 12, 2022, staff and a waste management consultant presented the findings of Phase 1 of the study.

    Council moved the project to Phase 2, which will include stakeholder and public consultation as well as more detailed assessment of options.

    Findings of phase one of the feasibility study will be presented to Council at the Council Meeting of December 12, 2022, which begins at 7:00 p.m.

    Depending on the direction of Council, the District may move into phase two of the study.
