Consultation has concluded

Like other Canadian municipalities, Central Saanich must balance a budget that accounts for inflation, service delivery and putting away for aging infrastructure, and investing in new roles of local government, such as climate change and emergency management.

The 2021 Draft Financial Plan was prepared by staff and will be presented to Council for consideration in a series of presentations open to the public via Zoom. Meetings are being broadcast live and live-streamed.(External link) If you wish to speak or make a submission to Council, you can email municipalhall@csaanich.ca or call 250.652.4444 for information on how to participate in the meetings, or place written correspondence the drop box at Municipal Hall prior to 12 p.m., noon, on the day of the meeting.

But I am unable to find in the Central Saanich budget the amount of funds expected in Federal Gas Tax funds and how these funds are to be spent for 2021 or 2022 or for previous years.     Thank you for your question, Central Saanich receives approximately $760,000 a year from the Federal Gas Tax Fund. The primary use of funds in past years has been to fund a backlog road renewal/resurfacing to bring our road maintenance up to date. It has also helped fund other projects for traffic signal upgrades, the pedestrian crosswalk in Saanichton Village, and the Mt. Newton Trial extension. For 2021 and future years in will be used again to fund annual road renewal work and other eligible capital projects completed.

    The Gas Tax received in a year and amount in reserve is disclosed in our annual report financial statements (2019 – in the Notes section: 8. and 10.). We will report on Gas Tax expenditures as part of our 2020 annual report.

    The Draft Active Transportation Plan will be released this month for public input and presented to Council in the spring. Active transportation (AT) is a new initiative and infrastructure for the District, and not part of our prior asset management planning and funding. Currently there is no specific funding source, taxation or reserves, dedicated for AT. As part of our sustainable asset management plan update and related long term financial plan/strategies later this year, new AT infrastructure will be incorporated into the process and financial plan changes and options will be brought forward. This long term plan will look decades into the future.

    As part of the Active Transportation Plan process, the District received hundreds of suggestions from the public, stakeholders and subject matter experts regarding potential improvements to the active transportation network. The identified projects were assessed on certain criteria, such as community support, connectivity and safety. The draft plan will be released in late February.
